In the Young Justice series M’gann is a super talented telepath. In Xavier Institute she still has that ability, but it has been altered in a few ways, which are detailed below.
Note that I’ll likely be pestering people whenever her powers come up in a thread, just to make double sure that everything is okay.
Reading/Speaking:
The basic form of her telepathy is mind to mind communication. It’s worth noting this isn’t just thoughts, but also emotions which have a way of transferring between minds. Also while M’gann can TRY to eavesdrop on someone’s mind, it’s very hard to do so without tipping the person off, and it’s easy to block her. (Reciting football scores, singing a song, or just a flat out strong willed "NO" should do the trick.) It's also worth noting that M'gann is used to living in a psychic household, and that telepathic communication is the norm for her. This might be why she can set up the following:
Mind Links:
Forming telepathic links between herself and other people for fast information exchanges. This can include multiple people on the same link, which makes it very useful for team communication. For game purposes, she NEEDS to be able to either see or hear someone in order to form a link. It also helps if she has some form of rapport with the person, and has a basic understanding of their mind. It can hold the link a little more steady if there’s some form of interruption, like dropping out of sight or if things get loud and she can’t hear them. The basic rule is that the better she knows someone (such as a teammate or a friend) the stronger the link is and the easier it is to send and receive information.
Mind Melding:
Sharing memories, basically. This is something M’gann needs permission to do, and she can to a degree control just how much she’s sharing. If someone tells her to ONLY look through the last six months of their memories, she can do that. On the flip side, she can also open her mind up really wide to share a whole gamut of information between herself and another person. (It’s also an awesome way to sum up and share CR from different threads!) She also needs to be in close, physical contact for this to work.
Psychic Projection:
Paraphrased from the app, this is an EXTREMELY low key, next to non-intrusive broadcast that M’gann sends out. What she does is project an image of an image of herself as a green skinned (or caucasian) girl, so that’s what people see whenever they look at her. She doesn’t read minds when she does this, or form psychic links or any of the above; she’s just broadcasting her image outwards. Note that if this ability doesn’t work for whatever reason, she’ll be appearing as a pale white monstrous and barely human looking creature.
NOTE:
While in YJ proper M’gann can psi-blast like nobody’s business, I figured it would be okay to keep that ability off the table in game. (And if it turns out that people want the events of Image to be a factor in her backstory, I’ll probably ask the mods if I can treat that psi-blast she uses on her teammates as a one-off thing.)

Projection: The projection bit is fine, but Maya might question why M'gann is acoustically wrong (size projected vs. actual size).
Answering for Laura (
Read your character's thoughts? Laura's head is full of terrible things, she'll tell M'gann that's a bad idea. Or she'll think about that puppy she was forced to kill when she was little. Either or.
Set up mind links? That she won't object to.
Mind meld? Nobody wants to be in Laura's head. She won't open her mind up ever, asking is bad.
Project? Laura doesn't care.

Date: 2014-12-20 12:04 am (UTC)The only time she really thinks in words is when she's actively reading something, but she won't mind someone poking about in her brain most of the time. There's mostly painfully simple stuff in there.
Set up mind links? Okuu might squawk about it initially, but once she gets used to the idea would find it really handy. So yes!
Mind meld? This one might be a bit tricky, as there are significant holes in Utsuho's memory, particularly those before her mutation manifested. There's effectively just staticky noise there--while it's obvious there's something, Okuu herself doesn't even know what they are and might even become distressed if there's too much memory poking.
Project? Sure! Okuu won't mind if she sees suddenly aliens, though, since she's lived around overt mutants for most of her remembered life.
